Mr. Willie Hines is the Section Head for the Combatant Craft & Naval Support Element at Amphibious Warfare Branch, Expeditionary Warfare Directorate in the Chief of Naval Operations (Pentagon). He is responsible for resourcing, requirements, training, and manpower of displacement craft, nondisplacement craft and maritime pre-positioning force element (composed of naval beach groups) valued at $5B.

Mr. Hines received his M.S. in Technology Management from University Maryland Global Campus (2001) and B.S. in Mechanical Engineering from Southern University Agricultural and Mechanical (1983). Mr. Hines is a seasoned professional with more than 35 years of Civilian and Private Sector experience in program management, contracts, acquisitions, engineering, production, test & evaluation, and financial management.

Mr. Hines is member of the Department of Defense Acquisition Community (1993) and certified to Level III in Program Management (Defense Acquisition Workforce Improvement Act) (1993).
